This is a funny question but then it demands an answer! It would be unwise to start a project and then neglect your certificate of completion. You need this certificate to show that you have completed your youth service and can also ‌pursue other goals.

Can my certificate be collected by someone else?

This is not possible as NYSC would not give your certificate to another person no matter how close you might be to the person. If you are not available for the passing out ceremony then you should find your way to the secretariat so you can get it. 

Note: this should be done within 2 weeks following the ceremony.

Where will my certificate be given to me?

Your certificate will be given to you at your local government of service. This is done basically when there is a major issue that needs to be solved. A good example is covid-19 as they are trying to put in all measures possible to ensure it goes fine.

Are there things that need to be done before collection?

There are certain things that need to be done before you would be eligible to collect your discharge certificate. Your employers have to clear you, your CDS inspector has to clear you and you must present your NYSC ID card to collect your certificate.

Can NYSC withhold my certificate?

Yes, it can be withheld. This could be due to pending actions that have not been taken by NYSC on an individual be it disciplinary issues, loan payment, or those who weren’t present for the passing out ceremony.

In case of misplacement, what should I do?

This is not so easy to do, especially when it’s a  case of stealing, loss, or damage. All you might need to do is present a police report, affidavit, a copy of the lost certificate, and also the state you were discharged from.
